NIMC Act 2007In 2007, the National Identity Management Commission (NIMC) was passed into law. The NIMC Act No. 23 of 2007 was subsequently published in the Federal Government Official Gazzette No. 90 Vol. 94 of 14th July 2007. This Act established the NIMC with responsibility for setting up a National Identity Management System which will improve how individuals assert their identity in Nigeria and enable both public and private sector organisations to transform services, become more efficient and reduce crime that is enabled by identity fraud.

The primary strategy of the NIMC is to expand, extend and enhance existing identity infrastructure in order to establish a reliable, secure and scaleable Identity Management System that utilizes advanced biometric technologies to uniquely identify every individual in the Country. Therefore, NIMC in accordance with Section 14 of the Act plans to establish a National Identity Database (NID), redesign and create an identity verification process infrastructure and thereafter introduce chip-based General Multi-Purpose Cards (GMPC) that will enhance the process of governance and foster the development of a sustainable consumer credit system. The initiative is based on a Public Private Partnership (PPP) model comprising of Identity Management Solution Service Providers, Financiers, Operators and the National Identity Management Commission.

Whilst development of the system is progressing at pace, it is recognized that effective functioning of the identity management system will be as a result of successful partnerships across public, private and civil soceity. The NIMC will introduce regulations as and when necessary to enable the attainment of uniform standards and seamless harmonization and integration of national databases and establish citizen enrolment programmes. However, success will require the private sector to assert their requirements of the identity management system and also adjust their systems and processes to fully enjoy the benefits rather than continue to invest significant sums in developing disparate ‘closed’ and ‘independent’ databases with limited utility.

This Conference is part of an ongoing process to harness worldwide examples of best practices, stimulate involvement of the public and private sectors and continually reaffirm the priorities for the implementation of an effective Nigerian identity management system. The vision is to implant an identity assurance system that meets current and future needs of all sectors of the Nigerian economy. Specifically, the objectives of the Summit are to:

  • Share best practise in developing national identity management systems amongst country officials.
  • Enable best in class suppliers to explain and demonstrate how they can contribute to a successful implementation of Nigeria’s identity management system.
  • Highlight how an appreciation of identity management can make for better business strategies to the benefit of the whole economy.
  • Refine the messages that will contribute to ensuring the identity management system is accepted by all.
The Conference’s mission statement is: Delivering Nigeria’s Identity Management System ".

The three-day Conference shall comprise of Plenary Sessions. These sessions shall be interactive and ensure the coverage of broad principles. The programme also includes a Networking Cocktail on the first day of the Conference and a Formal Dinner on the second day. There will also be an exhibition of identity sector products and services. Top class service providers and manufacturers are expected to exhibit their services and products.

To meet the conference objectives, high profile delegates from government, business (particularly from the identity sector), civil society/not-for-profit organisations, international agencies and the diplomatic corps are expected at the Conference. These delegates who will contribute significantly to the various debates, are expected to be opinion shapers within their various sectors. They would indeed desire a successful identity management system in Nigeria.

Also, leaders of major financial service organisations, the Oil and gas sector, major investors (at least from India, China, South Africa, US and EU), multinationals, manufacturing and agriculture sectors and the under listed categories would be among the 300 delegates expected at the Conference: The Public Sector – Federal, States and Local Governments; The Private Sector - Foreign and indigenous; Identity Sector Operators; IT Service Providers; Civil Society and Business Associations and the International Bodies.

cancellation policy
If you are unable to attend the Conference, a substitute delegate is always welcome. All substitutions and name changes must be received in writing by post or fax. All cancellations will carry a 10% administration fee. No refunds will be made for cancellations received after August 29, 2008. For cancellations received after this date, conference papers will be sent.
