Engr. Aliyu A. Aziz

Engr. Aliyu A. Aziz was a pioneer staff of NIMC and the Director, Information Technology / National Identity Database Department of NIMC. With more than thirty years’ of post qualification experience in Engineering & Information Technology, spanning both the private and public sectors, Engr. Aziz holds a B.Eng in Civil Engineering and M.Sc in Structural Engineering with Specialty in Computer Aided Design from the Ahmadu Bello University (ABU) Zaria.

Before he joined NIMC at inception, Engr. Aziz was the Information Technology Adviser to the Minister, Federal Capital Territory Administration, where he pioneered the implementation of the first e-government solution that won a Microsoft award in 2006. He served as the Sub-committee Technical Chairman on the Presidential Committee on Harmonisation of ICT which resulted in the formation of Galaxy Backbone. He was also a Deputy Director, Information Technology at the Bureau of Public Enterprises and the Principal Consultant, Management Information System (MIS) Department, Afri-Projects Consortium.
He was a director at the Secretariat of the Presidential Implementation Committee in the SGF’s office saddled with the responsibilities for the Implementation of Government Decisions on Consumer Credit System, National Outsourcing Initiative and Harmonization of Identification Schemes in Nigeria. The committee oversaw the setting up of the National Identity Management Commission in 2007.
In his professional career, he designed and supervised several landmark structures in Kaduna and Abuja, including the National Universities Commission (NUC) Secretariat, Power Holding Company of Nigeria (PHCN) Headquarters, African Petroleum (AP) Plaza, Nigeria Agricultural and Cooperative Bank (NACB) Office block and several others.
Engr. Aziz is a member of the Nigerian Society of Engineers (NSE), American Society of Mechanical Engineers (ASME), the Computer Association of Nigeria (COAN), the Internet Society (ISOC) and the Nigerian Institution of Structural Engineers (NIStructE) where he is the current Vice President. He is widely travelled and an alumnus of Harvard, Stanford, IMD and Lagos Business School.
Aliyu Aziz Abubakar was the Director General/CEO of NIMC from 2015 to 2023.
2015 – 2023 Achievements

  • Publicising and championing the cause for NIN recognition and its important role nationwide (including the enrolment of minors) and globally (diaspora enrolment) in matters pertaining to identity verification.
  • Upgrade and expansion of capabilities of the National Identity Management System.
  • Carefully planned and optimal use of very limited resources for several years to still achieve many successes in NIMC’s operations.
  • NIN enrolment boost from 7 million in 2015 to over 97 million as at March 2023, figure now heading for 100 million mark.
  • Ensured improved staff remuneration with the kind assistance of the Minister of Communications and Digital Economy and the Federal Government.
  • Ensured positive developments in staff welfare via such means as improved leave packages as well as comfortable, upgraded work environment and facilities.
  • Paved the way for groundbreaking use of electronic voting using the NIN during NIMC staff union elections in 2018 and in subsequent elections enabling participation from verified NIMC staff nationwide.
  • Held online virtual townhall meetings with participation from NIMC staff nationwide able to directly pose questions to the DG who answered them.

  • Provision of the NIN Retrieval service via the USSD code *346# available to mobile phone users in Nigeria.

  • Development of the NIN Tokenization feature allowing for protection of NIN-holders’ data privacy and security during identity-related transactions. https://nimc.gov.ng/nin-tokenization >>
  • Data harmonization with government ministries, departments and agencies, telecoms providers and banks ensuring NIN provides the foundational ID verification for all their services/products.
  • Partnering with the World Bank, Agence Française de Dévelopement (AFD) and the European Union (EU) in the development the Digital Identity Ecosystem in Nigeria.
  • Enabling private-partnership participation involving Front-End Partners in the Digital Identity Ecosystem and the related Federal Government’s intervention programme.
  • Expansion of enrolment locations nationwide and internationally.

  • NIMC won multiple awards and successfully passed ISO/IEC 27001:2013 Re-Certification audits.
