LOWE LINTAS CLINCHES NIMC ACCOUNT - Friday, April 10, 2009

The National Identity Management Commission (NIMC), has finally drawn the curtain on the appointment of Communication and Marketing Plan Consultants by the selection of LOWE LINTAS (LL) as its Consultants.

Sources close to the NIMC revealed that the process which started way back in 2006, with the advertisement of Request for Proposals (RFP) was initially slated for confirmation in third quarter 2007 but could not be done due to what the source termed necessary reviews for due process compliance. The appointment was finally made following a revision of the scope of work and the fees.

Our source revealed that the firm LL which has started work is expected to assist the NIMC to develop a communication and marketing plan policy which includes the development of a brand strategy, architecture and DNA or identity. It also includes capacity building for the Commission's newly established Corporate Communication Unit and the provision of implementation support for the Commission's range of services and communication needs.

The appointment of LL is seen as a remarkable development at the NIMC in view of the Commissions herculean task of taking over the assets and liabilities of the defunct DNCR

which did not have a good image due to the bad press following the scandal that cost the life of a one time Minister of Interior, Mr. Afolabi. Also the Commission's current effort at what is termed 'a paradigm shift' away from 'Card Issuance' to 'Identity Management and Assurance Systems' requires that the public is well informed to engender sufficient support without which the proposed Permanent Registration Centres (PRCs), which will be built and operated by the private sector, will not work.

When contacted, the Executive Vice Chairman (EVC) of LL Mr. Erhabor Emokpae said that his firm is happy to have clinched the account noting that though the process took quite some time, it has finally ended well and the Agency is looking forward to helping the NIMC achieve its exceptionally unique and far reaching objectives.

Speaking further, the EVC said, "Although the account is a relatively small one for now, we are very encouraged by the infectious passion and determination you see amongst the management of NIMC, in working to make identity assurance a reality in Nigeria. We should soon be able to say credibly that I am Mr. 'A' without question, because there is a trusted infrastructure in place that can be relied upon by all parties."

With our unequalled advertising history, we at Lowe Lintas are undoubtedly the most successful brand builders in Nigeria, and we believe that when we create a brand, we create a future. This is therefore a huge opportunity to make our mark in creating and nurturing a trusted and well understood brand-type persona for the NIMC and the identity management objectives with which they have been charged.”
